    III. World Unity & Peace: economic, political, cultural and spiritual integration of humanity; absence of war and presence of justice all over the world (Unity & Peace)

    IV. Universal Knowledge: Integration of social and natural sciences, synthesis of sciences, philosophies and religions into one universal system of knowledge. (Knowledge & Dialogue)

    V. Economic and Social Development: efficiency, growth and equity. (Economy, Society & Ideology)

    Theme #1. Reinventing Government
    • Over much of human history reinventing government, infusing spirituality and ethics into the powers that be was one of the main tasks of the Brotherhood of Light which guided our evolution from the very beginning. Today this issue is becoming a focus of attention of many distinguished world leaders.
    • We would appreciate hearing your opinions on how can governments be spiritualized, debureacratized, made more ethical, more enthusiastic, more transparent and altruistic to serve their people better. Each thought which we generate will serve the cause of evolution and will be a part of the global heritage of the ideas on reinventing governments.
    • Specifically, would you have an answer to the following:
    • 1. How can government employees (e.g. in the CIS) become true public servants, i.e. start caring about the common good more than they care about their own welfare, e.g. their pockets? Is it at all possible? 
    • 2. How can countries which have no tradition of public service (e.g most CIS countries only had state service - serving the State, the Tsar, i.e. themselves first and foremost) establish one reasonably soon? Who can help? 
    • 3. What can we learn from the more developed states, like the US, UK, New Zealand, Japan, France, Singapore?
    • 4. Is there a universal ethic of public service, what are its main principles? Transparency International at http://www.transparency.de probably has an answer to this. 
    • 5. Is there a way to infuse the ethical elements of the military and foreign service into the civil service?
    • 6. Is there a scope for enhancing spirituality of the public servants without infringing on their religious freedom? 
    • 7. Can corruption be eradicated or it is inherent in the public service? 

      • 8. What is the best strategy for dealing with this issue?

    • We all belong to different faiths, spiritual paths, ideologies, spiritual paths, cultural backgrounds. What is a common denominator that will make us all partners? How to start a genuine spiritual, religious, cultural, scientific and political dialogue without offending each other?

    • Why so many in the West are so much enchanted by the Orient? Is it a fad/tribute to fashion, a survival instinct or a sign of a new era? What is the difference between West and East in terms of our values, behavior, interpersonal relations?

    Theme # 1: Towards Economic Integration, Cooperation and Sharing

    • Is there a way to overcome sectarian, nationalistic, egoistic, selfish mentality which prevents integration, cooperation and sharing? What is the solution to glaring economic disparities between South and North, East and West? What is the role of foreign investment and technology development in this? Need for revival of science and education?
